The following is a summary of charges for services and limitations on discharges to the sanitary sewer system. Please refer to the applicable ordinances for details of how the charges are applied and other limitations.

Permit
applications that require two or more resubmittals will be assessed an
additional $100.00 fee for District review of the second resubmittal and $100.00
for every resubmittal thereafter.
Permitted service lines and
sewer extensions that require one or more reinspections will be assessed an
additional $200 fee for each reinspection.
Permitted service lines and sewer extensions that are placed into service prior to inspection as required by the District shall be inspected for an additional fee of $200, and an additional $200 fee for each required reinspection.
Service line connections in unincorporated areas will be inspected directly by the District. A service line inspection fee of $200 and an internal plumbing inspection fee of $200 will be assessed.
FLOW CHARGE - $1.135 per hundred cubic feet or $1.512 per 1,000 gallons.
BIOCHEMICAL OXYGEN DEMAND - for TBOD above 380 mg/l, the rate is $0.1479 per pound determined by one of the following calculations:
TBOD5 = COD + (4.6 X TKN)
TBOD5 = CBOD5 X 1.5 + (4.6 X TKN)
SUSPENDED SOLIDS - for suspended solids (SS) above 200 mg/l, the rate is $0.3168 per pound.
SULFATE - for sulfate (SO4) above 300 mg/l, the rate is $0.0024 per pound.
The rate for restaurants is $0.87 per 100 cubic feet, which includes charges for TBOD and SS above the residential levels.
LABORATORY CHARGES - Add wastewater monitoring charges for composite sampling $45.00; grab sampling, $15.00; inspection (no flow) $12.00; and analysis charges performed by the laboratory as follows:

Charges for analyses sent to commercial laboratories will be the commercial laboratory rates.
HANDLING CHARGE - $4.00 per bill by District.
$1.65 per bill by other communities.

The Commercial or Industrial Connection Permit Fee of $100, the service line and plumbing inspection fees and the Sewer Extension Permit Fee of $330 plus $0.55/foot shall be deposited in the General Operating Account to cover engineering costs. The remaining Sewer Connection Permit fees and Sewer Extension Permit Fees shall be deposited in the Facilities Expansion Reserve Account.
DELINQUENT PENALTY CHARGE - Add 10% to any current balance unpaid by due date (21 days).
INDUSTRIAL DISCHARGE PERMITS - Permit application and renewal charge shall be $400.00 every five (5) years if a permit is required by the District.
$100.00 fee for each amended permit.
The monthly pretreatment program charge for reviewing compliance with permit conditions of industrial users in the pretreatment program shall be:
$72.00 per month for facilities required to report monthly.
$26.00 per month for facilities required to report quarterly.
$12.00 per month for facilities required to report semiannually.
An
additional $40.00 review charge should be charged for reports not submitted by the reporting date set forth in
the Facility’s permit.
The charges for operation,
maintenance and replacement of sanitary collections sewers shall be:
$0.831 per 100 cubic feet of
billable flow.
$1.11 per 1,000 gallons of billable
flow.
PROHIBITIVE DISCHARGE STANDARDS
A user may not contribute the following substances to the District's POTW:
1. Any waters or wastes having a pH lower than 5.5 or higher than 9.0 or having any other corrosive property capable of causing damage or hazard to sewers, structures, equipment, and personnel of the sewage works.
2. Any water or waste which may contain more than 100 parts per million by concentration of fat, oil, and grease, or FOG, or petroleum oil, nonbiodegradable cutting oil, or products of mineral oil origin in amounts that will cause interference or pass through.
A. Daily Average Limits: Discharges from each separate discharge of a user, as measured under the provisions of this ordinance, shall not contain in excess of the following concentrations based upon a composite sample collected over a 24-hour period or a shorter period if representative of the user’s daily discharge. Pollutant concentrations, that is, the total of dissolved and suspended matter shall be measured.

B. Instantaneous Limits: No grab sample shall exceed two times the daily average limits or the following:

A sample may be allowed outside of the local limit if it remains in the range of 5.0 units to 10.0 units and the discharge is brought back into compliance within 1 hour. This provision for a short-term violation shall not be more than two times a quarter or more than four times per year.
Temperature 65oC if the influent wastewater temperature is greater than 40oC at TCB’s treatment plant
C. No provision of this section shall be construed to provide less discharge standards than are presently or may hereafter be imposed and required by USEPA or IEPA.
D. The admission into a sewer of any material, waters, or wastes having:
1. A five (5) day BOD greater than 600 mg/l, or
2. More than 750 mg/l of suspended solids, or
3. More than 1050 mg/l of COD or TOC, or
4. More than 60 mg/l of ammonia nitrogen or 90 mg/l of Total Kjeldahl Nitrogen, or
5. An average daily flow greater than five percent (5%) of the average daily flow of the District, or
6. More than 2.5 mg/l of Total Toxic Organics in a grab or composite sample
shall be allowed only by permit. The above limits are based on composite samples. Grab samples shall not exceed two times the composite sample limits.
E. Before issuing permits, the District shall consider: the ability of the POTW to handle the additional load; the reserve capacity of the POTW; potential waste loads from other dischargers; and the potential for the permitted discharge to interfere with required treatment performance.
Users seeking variances from standards found in this ordinance, may petition the District for variation from such standards in accordance with the procedures set forth by the District.
The User may request mass limits in lieu of concentration base limits. Before issuing a permit, the District shall consider: the ability of the POTW to handle the additional load; the reserve capacity of the POTW; potential waste loads from other dischargers; and the potential for the permitted discharge to interfere with required treatment performance.
A user with mass limits must be able to accurately report daily and instantaneous flows or Ordinance limits or categorical limits will be applied, which ever is appropriate.
The user must also demonstrate that it does not have daily flow rates, production rates, or pollutant levels that fluctuate so significantly that establishing equivalent mass limits would not be appropriate.
F. The user may request a waiver for sampling for pollutants not present or expected to be present for the following parameters:
Cyanide, mercury, phenol, organics listed under EPA Method 608, 624 and 625.
The user must demonstrate that a pollutant is not present by providing at least one result from its process area(s) before any treatment. The request must be made by the highest ranking official at this facility. A signed Certification Statement by the “Company Representative” must also be included with the request.
If the facility changes its process and the pollutant is determined to be present, the User must notify the District before discharging and must receive an amended permit.
The User must submit a new request with each new permit application.
